My Philadelphia rental license expired. What now?

If your Philadelphia rental license expired, you cannot legally collect rent or evict until it is renewed, and penalties accrue at 1.5% per month after 60 days. Starting November 1, 2026, tenants can also sue for rent refunds and $1,000 per violation.

Step 1: find out why it lapsed

Usually one of these: the renewal notice went to an old contact, the lead certificate expired, a city balance blocked renewal, or a new violation was issued.

Step 2: clear the blocker

Update the lead certificate, pay or dispute balances, and close any open violations.

Step 3: renew in eCLIPSE

Pay $69 per unit plus any late penalty. Then pull a new Certificate of Rental Suitability for current tenants.

Step 4: never do this again
